"[...]and this has to do with andromeda how?"

Many things have connections beyond the obvious. Besides, there is not
much andromeda stuff to talk about, except the occasional bemoaning of
how bad it was or how it went downhill, etc. If we are to keep this
group alive, non-andromeda material will have to be introduced.

Wasn't there also a triumvirate angle in commonwealth government?

Yes, there was a Triumvirate for the Commonwealth.

Prior to the Fall and Long Night, there was a triumvir from each of the
Tri-Galaxies.

It was a shame they never went into more detail about the commonwealth
government and many other issues of The andromeda universe. After the
first season or so they quit developing any kind of detail about the
"nuts and bolts" of the Andromeda world. The facts began to contradict
themselves and things made less and less sense as the seasons wore on.
Instead of adding detail to a universe that had much promise at the
outset, the whole thing was squandered.

Just take a ride through that Nexus of All realties thing they had and
you should be able to get there.
